They often never meet the commissioning parents or ever get to see the baby again.

By law, puppies and kittens cannot be removed from their mothers before 8 weeks.

In the few countries which allow commercial surrogacy (inc many US states) surrogate mothers are subject to strict legally enforceable contracts. She often loses legal rights to her child in utero (California, Mexico City).

By contrast, most European countries ban all surrogacy.
